US Campaign for the Academic and Cultural Boycott of Israel

Mission Statement:

Responding to the call of Palestinian civil society to join the Boycott,
Divestment and Sanction movement against Israel, we are a U.S. campaign focused specifically on a boycott of Israeli academic and cultural institutions, as delineated by PACBI (Palestinian Campaign for the Academic and Cultural Boycott of Israel):

"In light of Israel's persistent violations of international law, and
Given that, since 1948, hundreds of UN resolutions have condemned
Israel's colonial and discriminatory policies as illegal and called for
immediate, adequate and effective remedies, and Given that all forms of international intervention and peace-making have until now failed to convince or force Israel to comply with humanitarian law, to respect fundamental human rights and to end its occupation and oppression of the people of Palestine, and In view of the fact that people of conscience in the international community have historically shouldered the moral responsibility to fight injustice, as exemplified in the struggle to abolish apartheid in South Africa through diverse forms of boycott, divestment and sanctions;

Inspired by the struggle of South Africans against apartheid and in the spirit of international solidarity, moral consistency and resistance to injustice and oppression, We, representatives of Palestinian civil
society, call upon international civil society organizations and people
of conscience all over the world to impose broad boycotts and implement
divestment initiatives against Israel similar to those applied to South
Africa in the apartheid era. We appeal to you to pressure your
respective states to impose embargoes and sanctions against Israel. We also invite conscientious Israelis to support this Call, for the sake of justice and genuine peace.

These non-violent punitive measures should be maintained until Israel meets its obligation to recognize the Palestinian people's inalienable right to self-determination and fully complies with the precepts of international law by:

1. Ending its occupation and colonization of all Arab lands and
dismantling the Wall;
2. Recognizing the fundamental rights of the Arab-Palestinian citizens of Israel to full equality; and
3. Respecting, protecting and promoting the rights of Palestinian
refugees to return to their homes and properties as stipulated in UN
resolution 194."

PACBI and the entire movement for boycott, divestment, and sanctions (representing the overwhelming majority among Palestinian civil society parties, unions, networks and organizations) emphasize fundamental Palestinian rights, sanctioned by international law and universal human rights principles, that ought to be respected by Israel to end the boycott. We struggle to achieve an end to Israel's three-tiered injustice and oppression: 1) occupation and colonization in the 1967-occupied Palestinian territory; 2) denial of the refugees' rights, paramount among which is their right to return to their homes of origin, as per UN General Assembly Resolution 194; and 3) the system of racial discrimination, or apartheid, to which Palestinian (all non-Jewish) citizens of Israel are subjected to.

The principles guiding the PACBI campaign and the three goals outlined above are also points of unity for the US Campaign for the Academic and Cultural Boycott of Israel (USCACBI). We believe it is time to take a public, principled stance in support of equality, self-determination, human rights (including the right to education), and true democracy, especially in light of the censorship and silencing of the Palestine question in U.S. universities, as well as U.S. society at large. There can be no academic freedom in Israel/Palestine unless all academics are free and all students are free to pursue their academic desires.

If you are committed to these principles of unity, and wish to work on a campaign of boycotting academic and cultural institutions guided by this approach, please join our campaign.

Furthermore, we are also responding to the Open Letter to International Academic Institutions from the Right to Education campaign at Birzeit University in Palestine (January 17, 2009):
"In light of the ongoing massive Israeli bombardment of the Gaza Strip, in which over 1,200 people have been killed - over 1,000 (86%) of whom were civilian men, women and children - and where over 4,000 have been maimed and injured, the Right to Education Campaign at Birzeit University calls upon the international academic community, unions and students to show support and solidarity with the people of Gaza by calling upon their respective governments to impose immediate boycott, divestment and sanctions against the state of Israel until it abides by international human rights and humanitarian laws, dismantles its apartheid regime spanning both the occupied territories and Israel proper, and commits to pursuing a long-lasting, just peace. Enough is enough."

Gaza is but the latest incident in a series of ongoing massacres--from
Deir Yassin (1948) to Kafr Kassim (1956) to Jenin (2000) to the wars on Lebanon (from 1980s to 2006)—which demonstrate a pattern of violence by a state which will not end its violations of international law without international pressure. As academics working in the U.S., we wish to focus on campaigns in our universities and in institutions of higher education to advocate for compliance with the academic and cultural boycott, a movement that is growing internationally across all segments of global civil society. This call for an academic and cultural boycott parallels the call in the non-academic world for divestment, boycott and sanctions by trade unions, churches, and other civil society organizations in countries such as the United States, Canada, Italy, Ireland, Norway, the United Kingdom, Brazil, South Africa, and New Zealand.

O X F O R D C I T Y C O U N C I L



MOTION ADOPTED AT A MEETING OF THE FULL COUNCIL ON 19th JANUARY 2009



GAZA/ISRAEL CONFLICT



1) This Council is extremely concerned and saddened, as are many Oxford residents, at the tragic loss of life in Gaza and Israel because of military action. We deplore the violence on both sides but believe that that the Israeli military response had been and continues to be disproportionate.

2) We condemn the loss of civilian life and the destruction of homes, mosques, schools and infrastructure, including United Nations facilities, by Israel in Gaza. These attacks will not bring peace and act as a recruiting ground for extremist groups.

3) This Council welcomes the UK Government's call for a ceasefire and asks the Leader to write to the Prime Minister urging him to act urgently to ensure:-

a) An immediate end to Israel's military assault on Gaza
b) An immediate end to the blockade and siege of Gaza
c) Action to end Israel's violations of international law
d) Support to address the unfolding humanitarian disaster in Gaza.
e) Israel should compensate the victims for the loss of the life and property resulting from this unprincipled aggression

4) This Council wishes to see:-

a) An immediate ceasefire
b) The withdrawal of the Israeli military from Gaza
c) Greater international pressure through the UN on Israel and the Palestinians to reach a political agreement
d) An end to the isolation, impoverishment and virtual imprisonment of the people of Gaza

5) To this end we recognize the importance of:-

a) Boycotting Israeli products and companies
b) Increased support for the friendship links between Oxford and both Neve Shalom/Wahat el Salam (Oasis of Peace) and Ramallah
c) An immediate arms boycott of Israel by Britain and other countries


6) We welcome:-

a) The practical support by Oxfam, Medical Aid to Palestine and others to assist the people of Gaza
b) The efforts of both Oxford MPs to persuade the Government to do everything possible to press for an immediate ceasefire, to challenge the blockade and help to bring peace to the people of Palestine and Israel."

LAMBETH UNISON CALLS FOR BOYCOTT OF "APARTHEID" ISRAEL (http://lambethmilitants.blogspot.com/2009/01/lambeth-unison-calls-for-boycott-of.html)


The Lambeth Branch of UNISON, the second largest trade union in the UK, has voted to condemn the recent slaughter of Palestinians and the ongoing occupation by Israel at a meeting of its Branch Committee this morning.


At its monthly meeting of representatives, the Branch called for, "an immediate end to the slaughter of defenceless people and the [ongoing] siege of Gaza." The Branch concluded that, "Israel is an...apartheid state," and has advocated academic, economic and cultural boycotts of Israel in an effort to delegitimise the Occupation of Palestine, and build international and domestic pressure against the state.


For over 6 decades Israel has carried out policies of ethnic cleansing against the Palestinian people.1.5 million people live in Gaza, which is now effectively open air prison. For years Israel has blocked the transport of food, medicine and vital supplies forcing the people of Gaza to live in inhumane conditions and the vast majority of people are unemployed.


Palestinian medical sources say at least 1,300 Palestinians have been killed and 5,500 injured as a result Israeli's latest military offensive. The United Nations states that some 50,800 people are now homeless and 400,000 are without running water. Staff in Gaza report that many more people could die as medical equipment runs out.


Nationally, UNISON has committed to send a donation of 10,000 to Medical Aid for Palestinians (MAP) and Lambeth Branch is raising its own donations locally. The Branch voted to affiliate with the Palestine Solidarity Campaign (PSC) and to work towards submitting an emergency motion to the UNISON National Delegate Conference in July, demanding diplomatic sanctions and boycotts against Israel. The Branch also resolved to build links with Palestinians, Israelis and Egyptians who oppose the assault on Gaza and to send messages of solidarity to those students at British universities who have undertaken occupations demanding support from their institutions for the Palestinian right to education.


Lambeth UNISON's International Officer, Gurmeet Khurana, stated: "The British trade union movement played a crucial part in denouncing and delegitimising the racist ideology of Apartheid in South Africa, and now it must do the same for Israel. The only peaceful solution is one brought about by political and economic equality in the Middle East, and as such the policy of the Israeli state in carrying out ethnic cleansing needs to be condemned unequivocally."

قالت صحيفة "هآرتس" العبرية إنه في أعقاب العملية الحربية ضد قطاع غزة، أطلقت مجموعة من أساتذة الجامعات الأمريكية، ولأول مرة، حملة وطنية تدعو إلى فرض مقاطعة أكاديمية وثقافية على الكيان الصهيوني.
وأضافت: "ففي حين أن الأكاديميين "الإسرائيليين" اعتادوا سماع مثل هذه الأنباء من بريطانيا العظمى، حيث حاولت الجماعات المناهضة "لإسرائيل"، عدة مرات، تشكيل هيئات لفرض مقاطعة أكاديمية على "إسرائيل"، فإن تشكيل الحركة الأمريكية يعدّ أول مرة تنبثق فيها حركة مقاطعة وطنية من داخل الولايات المتحدة".
وقالت "الحركة الأمريكية لفرض المقاطعة الأكاديمية والثقافية على "إسرائيل" في البيان الصحافي الذي أعلنت فيه إطلاق الحركة الخميس الفائت: "باعتبارنا مربين مهمتنا توعية الضمير، لم يكن في استطاعتنا أن نقف متفرجين وصامتين على الهجوم الإسرائيلي العشوائي على قطاع غزة ومؤسساته التعليمية".
وتحدث البيان الذي أعلنت فيه الحركة مهماتها عن "الرقابة والطمس المفروضين على المسألة الفلسطينية في الجامعات الأمريكية، وفي المجتمع الأميركي بشكل عام"، ودعا إلى اتخاذ "إجراءات عقابية غير عنيفة" ضد الكيان الصهيوني، كتلك التي طُبقت ضد جنوب إفريقيا في حقبة الفصل العنصري.
وقد أسس الحركة مجموعة تضم 15 أكاديمياً، معظمهم من ولاية كاليفورنيا، لكنها وبحسب ديفيد لويد، أستاذ اللغة الإنكليزية في جامعة كاليفورنيا الجنوبية، "تتوسع في الوقت الراهن بهدف إنشاء شبكة تشمل الولايات المتحدة بأسرها".
وأضاف لويد، الذي رد بالنيابة عن المجموعة على سؤال وجهته إليها صحيفة "هآرتس": "إن سبب إطلاق المبادرة هو، في الدرجة الأولى، الهجوم الوحشي الأخير على غزة، وتصميمنا على أن نقول: كفى .. كفى. وكانت ردة الفعل [على إعلان تأسيس الحركة] رائعة، إذا ما أخذنا بعين الاعتبار السيطرة غير العادية التي تمارسها جماعات ضغط مثل إيباك على السياسة الأمريكية ووسائل الإعلام في الولايات المتحدة، وخصوصاً في ضوء حملة الترهيب التي توجَّه إلى الأكاديميين الذين يتجرؤون على انتقاد السياسات "الإسرائيلية". فخلال أسبوع من موعد نشر البيان الصحافي، أعلن ما يزيد على 80 أكاديمياً من مختلف أنحاء البلد تأييدهم هذه الخطوة، والأعداد آخذة في الازدياد".
